In early 2004, Payne-Lake Community Partners (PLCP), a community development initiative, was launched to accelerate investment in the Phalen Corridor in St. Paul and Lake Street Corridor in Minneapolis. Previously, the Design Center had created maps, for what was then known as the Pilot Cities Initiative, representing these corridors. The maps illustrated major commercial areas, job creation, educational and social facilities, housing developments, natural systems, and transportation corridors located in or near the corridors and their surrounding neighborhoods. Growth and change along the corridors prompted PLCP to ask the Design Center to update the maps to reflect the existing conditions. The Design Center updated the maps and expanded the boundaries of the maps to encompass a larger area. The maps will be used to prompt discussions on where and how urban development should occur in the corridors and how to integrate cultural assets into communities.
