Past Projects : 2001 – 2003 : The Twin Cities and Federal Transportation Reauthorization

To help create a bottom-up metropolitan agenda for federal transportation reauthorization in 2003, the McKnight Foundation funded the Design Center to conduct two regional roundtables. Discussion focused on several questions:

  • How have the Twin Cities fared under ISTEA and TEA-21 legislation?
  • What transportation issues will they face in the coming years?
  • What are barriers to a more progressive transportation approach?
  • How might the next federal transportation bill address our metropolitan issues?

To answer these questions, Design Center staff conducted background research; assembled a diverse participant group including public staff, transit advocates, current and former elected officials, academics and consultants; facilitated the rountables; and produced a summary report and presentation.

The report and presentation were delivered at a national symposium of six regions in October 2002, organized by the Center for Urban and Metropolitan Policy at the Brookings Institution, under separate funding from The McKnight Foundation.

The Center for Urban and Metropolitan Policy is preparing a white paper which will summarize the environmental, economic, social, and national security implications facing the federal transportation reauthorization debate. It will also identify ways in which transportation policy relates to other important national priorities, like welfare reform, economic competitiveness, and metropolitan growth. The paper will close with recommendations for reform.
